Formula-based solution to take a table with combined data in one cell and make each its own row?

I'd like to take a table of leads where some leads have multiple clients listed in one cell and create a table that makes each lead and client its own row. Looking for a formula-based solution, not programming. And one that is versatile since the list of leads can grow or shrink and vary with either one client or multiple clients per lead. Some sort of combination of split and join and some other formula?
