Conditional formating max values over multiple rows

I am trying to Highlight(green) the highest value recorded per month for "orders" and separately for "total amount". I am trying to Highlight(yellow) the highest value of all time for both as well.

I seem to have gotten it to work for "total amount" somehow.However, when i try to duplicate the same functionality for "Orders", it doesn't work.
