How can I set a Gmail filter that finds email sent "only to me"? Except Some Individual Email [closed]

I aim to set up an email filter wherein any incoming emails directed to me will be categorized under the label "personal_mail," with the exception of the two specified email addresses (no-reply@netdata.cloud,developer@test.com)
