Will Google Drive download URLs stop working on 2 January 2024? [closed]

As per this article, Google states that:

Starting January 2, 2024, Drive will start serving downloads without requiring third-party cookies that are embedded on third-party websites.

And then also:

If you have specific workflows in place that rely on Drive’s download URLs or use an app which relies on Drive’s download URLs, you’ll need to switch to the Drive and Docs publishing flows by January 2, 2024.

Does this mean that anywhere people are using download URLs to serve embedded content that it will stop work on 2 January, or does this refer to some specific use-cases?

I.e. in cases where content from Google Drive is embedded (using download URLs), but sharing on the documents is set up to allow public view access, will these continue to work?
