Does a Github OAuth app get access to a whole Organization?

I recently got added as the admin to a single repository on a GitHub Organization.

I have given the SourcetreeForWindows OAuth app full access to my account at Account Settings >Integrations >Applications >Authorized OAuth Apps. On the app page under Organization Access I have clicked the Request button next to the organization.

The Organization owner now tells me it looks like the app is requesting access to the full organization.

My question is whether or not an OAuth app having access to an organization still falls under the access controls regarding specific repositories.
