How do I create multiple toggles on the same diagram?

I have a very large flowchart for my work that I want to be able to click on each heading and the section will toggle to the color layer.

I created a black and white background layer, grouped each section, and added colors. I now have 8 layers plus the background. The problem is I can only view one active layer at a time so if I click one section, I have to toggle it back off to click another section, whereas I'd like to have multiple sections in color for presenting. There does not seem to be an option to merge the layers.

I can provide the xml and attempt to clarify myself if needed.
