Why is Outlook 365 creating IMAP folders when loading another user's mailbox? [closed]

In our organization we use Office 365 for our mail handling, with most users having an Office E3 license, and using the Outlook 365 app for email, with access to OWA as well. Users will often request access to each other's mailboxes for coverage when someone is out, adding it as an additional account in Outlook. Permissions are modified to allow this by IT using the online 365 Exchange Admin Center/ECP. Often the person loading the additional mailbox will create a separate folder (in the root of the mailbox) to sort the incoming email for the mailbox owner into.

Lately for some reason the folder created by the covering person is being created as an IMAP folder type, instead of a regular folder.It looks like these folders are being created with the Folder Class property set to IPF.Imap instead of IPF.Note. Is there a way to get Outlook to create these folders as IPF.Note instead? Changing the folder type with a script fixes it, but how do we get Outlook to just create a regular folder by default, not an IMAP folder?
