Twitter API Question For Blocking A Stalker [closed]

This question is a bit of a longshot and I realise it's very non-specific so I am sorry for that! I have a friend who is moderately internet famous and I have a decent bit of coding experience from University. I've been looking into using the Twitter API to design a program that continuously scans her tweets for replies from her stalker (he makes several new profiles everyday) and auto-blocks that account.

Without going into too much detail the harassment she receives 24/7 from this person through the internet is on a level I am thankful most people will not ever be able to imagine but suffice to say it is very bad and if I can do this for her it will at least lessen that burden until a more permanent solution can be achieved.

I would gladly appreciate any help in this but right now tips on a place to start OR if anyone knows of an example similar to this that I can tweak and get a huge headstart and have it suit us that would be greatly appreciative.

My background is in Electronic Engineering and at University I dabbled a lot in C and C++.

P.S. yes she has tried everything else short of literally self-exiling from the internet but it's kind of required for her job so this isn't possible.

Edit 1: After some further research a program to block users who reply to tweets with less than x-followers would also probably work
