Rule for received email that forwards to some people AND CCs to other

I can only set up forward to some people OR cc to other people. I am looking for AND.

The process should look like this:

1. Email comes to inbox.
2. Email is forwarded to some people + some people will be CCed.
3. (Best if I could set up the date to not send after 16:00.)
