How to freeze Google Sheet columns based on date

I am using Google Sheets, and my columns are set up for each month (Jan, Feb, March, etc). I have several rows that are pulling data from other tabs in the sheet to create an at a glance master list. I would like these rows to freeze on the last day of the month. ie. certain rows in the Jan column stop updating after Jan 31st. The February column stops updating after February 28th, etc.

The idea is that this master list can show me what the total was from the other tabs on the last day of the month. Any suggestions on what script I can use to accomplish this?
