How to create an email group across many email services? [closed]

I have a group of people that all use different emailing services (Outlook, Gmail, …). Each person should be able to email the entire group and start a conversation. Anyone can then reply-all so everyone sees their ideas.

However, our current solution to copy and paste a long list of addresses each time often results in new members being left out or old members being incorrectly included.

I want to create an email service (example@hotmail.com) such that whenever a member sends an email to example@hotmail.com, the service sends the same email and ccs everyone in the list. Thus we can have a centrally controlled list that is easily updated.

Importantly when “reply all” is used, a reply will be sent back to example@hotmail.com. The service should not then send a new email to the whole list, but instead realise this is a continuation of an existing email conversation.

I have looked at Gmail filters but these require each new email to be verified. Services like MailChimp seem to be set up for businesses to send individual emails to the list. Not one conversation for the whole group. This is for a non-profit organisation.

What is the best way to achieve this type of mailing group across many email services?
