Google Sheets - how do I randomize a selection and ensure it does not repeat

I have been struggling with this for the longest time, and potentially may be going about this the long way but... What I am trying to do is randomly select a row and have it populate in B2 of the excel sheet as shown in the picture where it says #ERROR!.

The ultimate goal is to have a task group that has multiple sub-task under it and I or anyone else would be able to input information in B2 of the excel and have it populate in the cells below. The hardest part that I seem to not be able to understand is how to randomize the selection, and ensure that it does not repeat any previous selections.

For example: If I randomize the selection today and get Task Group: Test, Sub-Task: test 4, I can then input the information following the sub-task, hit the completed box and close out of it. Tomorrow when I run the document, that item will not be populated again, until I reset the completed button.

I know this is fairly lengthy, but I greatly appreciate any and all assistance with this as I swear I think I'm about to drive my head through the wall with this one.
