Blocking sending an e-mail with an executable attachment FROM A NON-GMAIL ACCOUNT TO A GMAIL ACCOUNT

I am a small private software developer wanting to sent (using a non-gmail account) an executable file as an attachment to a recipient having a gmail account. I have created the executable which is free of viruses, malware, etc. and want to sent it to the recipient be tested on his machine. As in the past, the recipient is knowledgeable of and agrees to receive this executable file. But gmail summarily blocks sending even the e-mail itself. Changing the file extension no longer works nor does changing a part of the executable's header. Internal to the file, the presence or absence of any references to Kernel32.dll, user32.dll, VBA5.DLL, msvbvm50.dll, Version.dll, etc. or any self-written DLLs, seems to make no difference in the "blockage".

So the question is what is gmail examining internal to the attachment that triggers this mess? This is clearly interfering with the free flow of information between a developer and a tester.

Suspecting I will get stonewalled, I suggest Google spend its time "eliminating" the actual malware perpetrators and stop punishing the honest small guys trying to communicate with others who happen to have a gmail account.
