I am trying to fill in a PDF form that requires very specific spacing between characters. Monospaced fonts provide constant spacing, but unfortunately do not let a user specify a specific spacing value, other than changing the font size in integer increments.
Is there an online PDF editor that allows the user to stretch textboxes or tweak the spacing between characters? Here are some of the tools that I've tried, and do not support this feature:

Note that both Inkscape and Adobe Acrobat allows for adjusting character spacing, but both of these tools are desktop apps, and are not compatible with our business philosophy of relying 100% on cloud based tools:
