How to retrieve rows of data that loop through the whole sheet

In Google Sheets I want to be able to copy four rows at a time to a new sheet but every week the four rows change. Each row is 11 cells long.

Example:

Week 1: Rows 1-4

Week 2: Rows 5-8

etc until it hits the bottom and then returns to the top to go again.
